All beds upstairs belong to the WindhelmPalace faction, so I guess anybody who is in this faction (and he is) can sleep in them. Just out of curiosity, I am wondering where this bug, "Wuunferth was assigned to the wrong bed for his midnight bedtime, specifically bedroll underneath the throne room", comes from? As far as I understand, Wuunferth can sleep only in beds (not in bedrolls!) in 2000 radius. He mentions that the college hasnt allowed Necromancy for hundreds of years, yet if you ask one of the named college mages about Necromancy he says that the ban in Cyrodil was never enforced in Skyrim.
